cell shading in texture possible?

Its possible make a texture cell shading or toon shading? or is impossible?

It is possible, although it sometimes looks a bit strange in warcraft 3. A lot of anime models will use flat shading or toon shading. You have to do it manually though (edit the texture in photoshop or use an algorithm/filter to do it for you).
