Castle Defense Unit Bug

Hey I am making this, as you can see, castle defense map.
1 thing I need help with is, why does the enemy units run with like less than 5% life or so? They flee back to region.
This is what I have assured will not bug.
Removed "Can Flee" from the enemy units.
Removed "Sleeps".
Creep return distance 999999999.
Creep return time 9999999.


Is it because it is creeps/neutral hostiles, they run back?
Do I have to make it a player/computer?

Please write what you think could solve the problem. List options if you like. :)
