Can smeone teach me how to make BTN/DISBTN icon step by step?

I tried learning how on World Editor guide site, but it won't work.
I would really appreciate it if you can tell me how you do it, step by step.

Just make a picture and save it as .tga then it's finnished.

If you have Photoshop or GIMP, you can simply use the Icon Border Pack, seeing as they already have all the necessary borders (like BTN, DISBTN etc) as layers.

or You can use button manager...
it is easy to use

1) download this
2) save your icon with a size of 64x64 (don't know if the tool does it)
3) open your icon with the tool
4) select your borders
5) save your new icon
