Something to keep in mind with shops is that if they have any ability, any player (including enemies) can click on the unit and activate their abilities.

So basically, giving a unit the "select unit/hero" ability or "shop sharing" will make it so the unit is semi-shared between all players (or all allied players in the case of shop sharing, since only allies can buy items), and although other players won't be able to use the regular commands like attack or move, if the unit has any unit or ground targetable abilities, they can still use them and thus make the unit move to get in range.

For example, any player can use the "reveal" ability found in Goblin Laboratories, if there was another ability in its place, the could use it all the same. But unlike a unit, buildings generally can't walk, so it's less of an issue.

Well if it's for like an RPG map then couldn't u just make the unit custom and reduce its speed value to 0 or something?

Alright I was wrong about it being 1; there's a minimum speed in gameplay constants that apparently has no bearing on what you can set speed to in the OE but does affect what speeds units can have from buffs and auras. If you want the unit to be able to turn to face targets but not to move you can do this (don't have to touch move speed at all, just trust that it works and try it):
You don't need any triggers for this; just set the 'Art - Propulsion Window (degrees)' field in the Object Editor to 0. However, make sure the shift key is pressed while opening the field.
