Maybe, but maye you can try with a filter that represents a line. Then, just lock cameras on region that will have 2 different terrains, one up from the line, second down from it. Make disabled going up and down, so you can just go left and right. It should work, but I don't know if it fits you.
 
He means that you can't split the camera but you can split the terrain with different textures (and you add a line with the action "Fade Filter" to clearly divide the terrain).

On the same idea, you can make an half-screen filter that represent a part of terrain. But the filter will be static and you can't show units movement on this fake screen.
