Button That Won't Go Away!

I hope someone can help me with this.
I was in WinRAR and I clicked "WinRAR archiver" button, I don't remember
why, but whatever I did worked, so no problem, later I realized that it was
still there, like, the button "WinRAR archiver" was (and is) still there. It's only
half visible, so I can see through it but not fully. If I scroll or anything it stays
in the same spot, as if it was a sticker on my monitor.
The only way I've gotten rid of it is by playing League of Legends and going
full screen, because that just overlaps it somehow, when I go back to normal
it's still there.
I've tried turning off and on my monitor, and I used to get this problem all the
time, I would have to restart my computer to make it go away, I'd like to find
an easier solution...

EDIT:
I'm on Windows 7 using Google Chrome (not that GC should make a difference).
 
have you tried right-clicking your desktop and selecting refresh?

EDIT:
also you could try and see if its still in your process tab of task manager.

No, I haven't tried the refreshing thing.
I have checked that, and I couldn't find it.

Did you restart your computer...?
The monitor doesn't have anything to do what goes on at the computer.

I said that I restarted my computer in the first post.
I know, but it was worth a try.
