I don't usually use filters in my icons(only 10%, mostly for background but it's not the case here).
I just sharpened it in Photoshop after re-sizing it to 64x64 to retain some clarity.
As for the blp conversion, well I use ButtonManager as every icon maker does around I suppose.
I only use BlpLab to convert my skins from tga to blp.
I use hard brushes to draw and use soft ones for effects, glow, some minor highlights, background color and so on.
I appreciate your concern regarding the compression but I don't think it's such a grave matter here. It's just a bit pixelated anyway.
For me honestly, I like the noise thing, it just give the warcraft atmosphere to the icon.
