Looks like an alternative icon for the default Blizzard icon. But a good one, 4/5 from me.

Looks like hail of arrows now, take some of the small droplets out some are not needed. Also, lower the opacity of some not too much though.

It looks like an arrow because of the pointy tip.. I suggest you make the tips round on those droplets.

Darken the background a bit, and make the smaller drops have "arrow-head" aswell.

Too simple, monotone and flat, it could use more creativity.
Also, it lacks definition and dynamism.
I suggest u to add some color variation, shading, to work more accurately.
Try to make more interesting compositions.
