I think the hand looks great, but the light just hides the hand :/.
Also the hand needs shading.

I agree, dim the light and give the hand some shading. Think of it realistically: There is a brilliant light shining on object, would this object not have intense shading on the opposite side?

I just draw well with MS Paint and apply some effects with Unlead Photo Express.

Well, I don't know how to explain it. But look at wc3 icons, and look at yours. The way you draw the hand is cartoonish rather then blizzad-ish

If you put a bit darker concentration on the top of the hand, opposite the palm, it will look marvelous.

I didn't make you do anything, I'm simply making suggestions to help you improve your icon. And if you really don't want to shade in MSP I suggest you get GIMP, it will make things alot easier.

I really havent seen deuterium say any icon is good other than his own. The icon is actually pretty nice, freehand I assume? nice job. Nice job making the hand glow a little from the light hitting it.

Meaby people rate it highter than moderator, but
moderator have reasons to downrate this icon. I think I know why just 3.
