Yes it will leak, you don't want to return local handles. However, you can return parameters without them leaking. For example:
function PassUnitSafeProxy takes unit u returns unit
return u // does not leak
@true dat: true dat ! xD

I never call that function, I never saw Blizzard call in any of their maps either :/
Oh, don't worry, local variables are destroyed when the function
hits a return statement or an "endfunction" statement. The only
leak is caused by handles because they are referenced with a
counter - each variable currently set to the handle adds +1 to
the handle's pointer list, and once the counter hits 0 the index
will be recycled.
Sounds confusing I know, it is.
Locals don't cause issues as long as you null all handle
variables, like units, destructables, players, etc.
Handle pointers consume RAM and in some cases not
nulling them even causes the handle to never be
recycled (this happens a lot in GUI because many BJ's
