Yes, it is.

Should be noted that it's data mined from the Legion Alpha, so it may not be the final version.
Still, other icons that came with it got decent quality.

You just copy n pasted this from the website. Mind that the website had the icon compressed several times to save file size, that's why it looks so crappy. You should re-upload this when you get the chance to rip it from the actual game in original quality. Voting for rejection.

Also, don't use crappy online conversion. Just download Button Manager, it's a must have tool.

I actually saw this icon datamined on MMOC and Wowhead today and thought it would be useful for BE DH models on the Hive. An HQ version would be lovely.
