Comparable to my other project Mpq compressor i took the well known BLPaletter and fused it with a better implementation of libjpeg, namely mozjpeg.
You'd use it exactly the same way as BLPaletter. Absolutly no change except that it produces smaller blps.
mozjpeg uses progressive jpegs and i tested it a bit and it seemed to work with my warcraft 3 but i can't proof that it'll work for everything. Maybe macs will crash; i don't know.
This should produce the smallest jpeg-blps of all tools afaik as of now.

I thought about building a repacker but i hadn't had the motivation yet.
i'm not 100% sure how things work and if a losless repack is always possible but there exist something similar in the mozjpeg repo which could be built upon.

mozjpeg and blpaletter are both open source so everyone can take a jab
