Bebi means small in Japanese.. or one of the terms refering to it, the creature is called Baby, he has many forms, his final that you get to see is the Super Oozaru, in which Goku defeats in Super Sayan 4 mode.

Yes, I think it needs lightning. Also, since he does not have a weapon in the reference pics, I think he needs new attack animations, but I like the other ones (the WoW ogre anims fits), but the laughing one could be removed.

I think DBZ should not even be considered to be called anime... I mean, its... Ugly.

Looks similar to the Goozaru Bebi from V10 of Tribute. Has some flaws such as the vest been too high, the animations on it are not very realistic for an oozaru either but it's not bad.
