Bandwidth Limiter

Hi, someone knows a good program to limit the bandwidth of my laptop?

My internet is not that fast and just browsing on my laptop gives large spikes on my desktop and that makes me and my brother very angry sometimes. I found a program called SoftPErfect Bandwidth Manager, which works very well but it's only free for 30 days.

I can't tell you if they work well or not, I've never used them.
