[Need Info] "Augment" abilities don't support levels?

The Augment ability type (for example, the Zealot's Charge) doesn't have indexes for cost or for effect. Normally, adding multiple entries to one of those fields is how an ability has levels. Which basically makes ability levels implicit, instead of explicit, with a data field that goes something like "Levels:4". I've never thought (until now) about how weird that is.

On a related topic, does anyone know of a list of abilities that can't be leveled?
(There was one for war3, it was quite long. I have bad memories of trying to give Defend levels before finding out about it.)
