As long as the cooldown time of an attack is bigger than damage point, only cooldown time and IAS matter. Backswing is mostly a cosmetical effect.
So if the cooldown time is 2 seconds and the unit has 0 IAS, then yes, it will be able to attack every 2 seconds. You can look here for a calculation example

With backswing point, damage point and cooldown set to 0, it does in average 16 attacks/per sec. if backswing point and damage point set to 0.001 and cooldown to 0.01, it does 15 attacks/per sec.
