Because there are 4 effects, if I set it to 1 it will only spawn a single effect on the units where it does spawn them in the first place (Succubi). Doesn't fix anything else. Same with changing the attachment point.

When the buff is added to the unit, the visual appears for like a millisecond.

Not all model SFX have the "stand" animation you're looking for. They only appear for a millisecond because the model was made to only appear and disappear. A perfect example would be the "Blink target" model. If you apply this effect to a unit, you don't see a constant loop of the blink target, you only see it appear and disappear.

But why does it normally show up after a unit gets impaled and then continues to stay there normally for a while? Is there a way to force it out (maybe something related to animations?)

And why doesn't this issue happen when the ability is a buff attachment but appears when it's an ability attachment?
 
I have no idea what the problem was but don't use item abilities. Basically I replicated the attachment effects on "Sphere" ability which is the most ideal choice for attachments. I edited Sphere ability to have those attachments and gave that ability to a random unit (footman), the effects showed up like normal.

You should use "Sphere" ability for all your attachment needs. The item ability "Item Mana Regeneration" did not work for me as-well. And I have no idea why.
