You mean the hero is able to move while the blizzard spell goes off? You could just make a dummy cast Blizzard after your hero does a fake blizzard

The same concept is used by Azgalor The Pit Lord, one of DotA Heroes, his ability is Firestorm (old version)

He doesn't need to maintain the channeling for the Firestorm duration, instead a dummy is created at its position (or the target point) and the dummy who channels the Firestorm instead of Pit Lord

So, he is just faking the ability and the unit that do all the work is the dummy.

I agree.
You'd just have to move the dummy to the position of the caster every 0.031250000 seconds. (Yes, the zeroes are important)
Make sure the dummy's collision is 0 though. Else, you're going to run into some really wierd shit.

there's no need to move the dummy, except the dummy has some sort of special effects or something else that must be moved to the original unit's pos
