For starters, the hive is an English only site, so please use it to the best of your ability (or use a translator).
As for programs, we have tons in our tools section:

But usually you'll just use the regular editor. There is also JassNewGenPack which adds some features, e.g. 16 tiles, 480x480 map size, etc:

Otherwise, I recommend that you pick some tutorials from our tutorial section and just start learning:
