How will shops selling items from Neutral ask you to Upgrade Magic Sentry to unlock the red shoes?
How to fade red shoes until you upgrade Magic Sentry.

I imagine it has something to do with the Shop related abilities or Ownership of the Shop.

I don't think you're going to get it to work without some special system.

If nothing else works, one could create a copy of the building when selected, this one owned by the player, force their selection to the new building, and then remove that building upon deselection. It would be far from ideal in this instance, since I've no idea how to hide the model proper when the center of the original building is open, but it should at least allow tech tree requirements to take hold. (For something like the goblin laboratory or generic market, you could hide a shrunken version of the model inside the original one.)
