Animating hair/cloth

Transfer animation with some model have hair and cloth, i think that 's the best answer you can get for now!

When we talk about Warcraft 3 you can animate hair in 3Ds max with reactor engine or something similar.
Or, you can do it manually splitting the mash and animating it with bones.
