Am i allowed to post a re-paint?

Hey ya, i want to ask if i am allowed to post a repaint of a original picture? Look at this re-paint. (PS: i would use this as a icon)

You would not be able to submit it. The submission rules say that you cannot submit over 25% copy and pasted icons/skins/whatever.
