All i would like to know is how to unlock the allying when u press F11. in there all u can do is check or uncheck the shared cntrl units.

You mean in-game? You can't "unlock" them, the person who made the map either gave you the option to ally, or didn't. If he didn't, then you'll have to live without allying through the Ally Screen. However, the map might have a trigger allowing you to ally with a dash command, i.e. -ally <playername>.
