Allow .html,.htm in tools section

Tools can be written also in html files with javascript. Usually some kind of calculators or converts or text generation. That makes them safe and not requiring additional system requirements except a browser, because browsers dont allow unsafe I/O (viruses). So far html files are not supported when creating a tool bundle.

Might it be allowed?
