I have a problem:

How to orderd computer player to use mercenary unit, and mercenary hero?

IIRC, the AI editor does not support neutral units. You have to write the AI manually in JASS.

That is correct, the hard coded AI does not know how to buy. To achieve that you could also use triggers to order units to buy.
