I experience that computer controlled heroes forget their current order after using abilities, causing problems for my project. This sounds like something that should be commonly known, but I couldn't find anything doing a quick search. Anwyay,

Is it possible to detect what the order was at the time of casting and re-issue the order? Another workaround would probably a periodic trigger that dishes out orders, but it wouldn't be an optimal solution for me on this particular map.
