What does that count consist of? Monthly users?

If you shift the curser to the right it says Currently Active Users: 1705 (115 members and 1590 guests)

i.e. the count consists of registered users + guests

Well I've tried to log out and my name instantly disappears from the list so it's how many users are currently logged on.

It's not the

Currently Active Users: 1248

but the

Active Members: 5,605

that I was asking about. Perhaps they are monthly active members?

Before I logged in (finally, after six months), I saw about 1000+ members here in legend, but only 200 are registered, mostly were quests.
I though all time that such people were just visitors. Seems that Hive is much more interesting now for bots hehe

Yep, maybe this is because SCII has gone free to play, WCIII has been old for years so I doubt that's the reason. Maybe we'll get more members when they add WCIII to their battle.net app, who knows.

That's positive, I was a little surprised about the statement as I haven't noticed a drop in posts. I'll have those statistics in mind then.
