It's probably an issue with the Dummy being unable to target the caster with Acid Bomb. Add the Dummy ability to a test unit and see if you can cast it on your hero.

Put '(Ability being cast) = Rob (A)' And 'Or - Any Conditions are true bla bla bla..' inside 'And - All conditions are true'

AFAIK Conditions by default works as 'Or' not 'And'.

Incorrect. They are ands by default.
