Ability Level of Unit(s) in relation to Research

Anyone have an idea if this is at all possible without the use of Triggers?

I'm trying to set the level of an ability for a unit that is the same as the level of a specific upgrade; like, Shaman Training as an example.
When you upgrade to level 2 the ability for the units will become level 2.

Right now I'm thinking of having to set the level for the unit if the upgrade is done being researched or when they're created in play but this is next level, like; is this what I'd have to do?

You use Ability Level Bonus on data - effect, and then set the affected ability, rest should be straight forward.
