A worker will place the tower but not finish it

Me and a few friends are making a map where a hero can build a Tower. Now, I made the hero have the ability to build the Guard Tower, and I removed the requirments the Tower requires, but when I order the hero to build the tower, it runs into a few problems. The hero places the building, and it shows up, but it stays at 50 HP and doesn't move at all.

So, how do I make it build like the peasant does?
