A small problem in using JNGP

Hello friends,I checked many threads about more tilesets nearly,JNGP was recommanded most of them.But when i use the Extensions-Edit Tileset,nothing happened instead of a Pop-up window.I also enabled the UMSWE yet still doesn't work.If you had solved the problem before,please send me a little help.
