A little help?

I want to format my pc with Windows 7 Ultimate but i'm always stuck on that blue screen after the logo loads and there is nothing not even Setup is loading something like that just a background how to fix this anoying problem? I'm not good at pc if you can explain me step by step how to fix this issue..
