In short, if your Warcraft 3 version is:
Pre-1.32 = Run the game in True Fullscreen Mode (on 1.31, the parameter is "-windowmode fullscreen -graphicsapi Direct3D9").
1.32 = Disable V-Sync in-game options, then change your maximum FPS. Take note that, you might want to change the FPS settings through NVIDIA Control Panel or Adrenalin Software in order to complete this process.
