400 resource limit

It is to stop one from bulk downloading the entire site. Where as for someone like myself on fibre-optic broadband this can be done in a few hours with no worry of bandwidth limits, for the server this would eat up a large chunk of its monthly upload bandwidth allocation. All it would take is a few users to do this at the start of the month and the server would be dead for >20 days or cost Ralle a lot. This was the thinking when it was first implemented when the server did have a upload limit, I am unsure if it still holds as the site might have moved servers with different contract schemes.

400 resources per 24 hours is higher than it used to be if I recall. The limit was a couple every hour or so.
