Theres not even any actions that check damage taken by a unit. Normally I would figure that it would be under "convert real to intiger". As for the following effect, you would have to constantly trigger the text to be repeatedly placed over a unit to have the same effect...no way to make it actualy follow.

Not true. There is a native called GetEventDamage, I can't remember what it's called in the gui though. But it only works with the specific unit event "A Unit takes damage" or whatever it's called.
