I understand the puristic vibe in SC2 WC3 models. Yet that HotS footman seems to have nothing to do with classic WC3 footman though.

Anyway, is this vote for everyone or participants only I wonder?

Neither the poll, nor the opening posts explicitly mentions that so it's left for interpretation, I guess.
 
Just my 2 cents since I was tagged: really dislike the very idea of the last option because it goes against the alure of these contests.

It feels like someone trying to commission a model without commissioning people directly instead of "here is a topic. be creative. go wild"
One could definitely get creative. Not everyone has the same idea of how a remaster would be like. So, there's visual style imaginative modelling (i.e. unique artistic license) for sure, while all other stuff would simply look like Reforged models.
Also, Neutral WoW Creeps and Outland Creatures are somewhat specific as well.
In neither of these cases mentioned above does anyone ask for an exact model, so I don't see how it's a masked (free) commission, really.

I strongly concur. I believe the benefits of the contest is to bring more models that don’t currently exist in the game so map makers can have more options. (For instance, think of a new Tauren paladin and a nostalgic human paladin model, which one would inspire or be useful to map makers more?) Spending time on puristic remake seems to against that idea even though I understand many likes how reforged should have been like simply more polys classic, but such repetitiveness is kinda wasting the opportunity of eliciting creative ideas.
 
I’m pretty sure everyone has got atleast one model from Reforged that they say “I could do it better” which opens up tons of possibilities without being specific. There are tons of creeps, races etc. Hell one could even make buildings.
I’m sure of that, yet why make something better when you can make something new in a contest? I’m still not getting the point of why costing such an opportunity to just add variations rather than creations? Nobody stops rebirth project you can always continue to pursue the better remake within the project rather than counting on participants’ random entries.

I didn’t suggest that concept, my suggestion was Outland Creeps. I don’t count on other’s entries for Rebirth. But why not get some great models that has got that WC3 spirit from someone elses perspective?

WC3 is an ocean itself that has got unique stuff that does not exist in Reforged or WoW

New doesn't necessarily have to mean better or good.
One could make n variations of a grunt and they won't look the same, like how you'd choose the current theme in the poll dragons and people could do more variations of a black one for instance (something similar happened in the recent texture contest).
