Blizzard has made Zerg units and Terran Marine and couldn't they make Chaos Space Orc as well?
I hope some Hiver will make it using Terran Marine and Grunt models/textures.

most likely a copyright issue since space orkz are from warhammer and they removed all warhammer references

It's possible. But to be exact - Orcs are not Warhammer property, neither is the Space.

Inputting the ChaosSpaceOrc model path results in a Terran Marine instead.

I went looking for this exact model and was hoping to see a Reforged version of it as well just to find it completely removed from the game. Glad to see it preserved in a simple to find way.
