Ah it would take some REPS first. To explain it, works like this:

If you have 0-199 REP = 1 REP max you can give
If you have 200-399 REP = 2 REP max you can give
If you have 400-599 REP = 3 REP max you can give
If you have 600-9999+= 4 REP max you can give

but additionally if you are a moderator, you can give up to 12 REP I think even if you have lower REPS.

And Admins can give up to 9999 REP.
