I think the 1/5 rating is unnecessary, but a description really is needed. I don't even know what the map is about.

Maps get rejected for not having a description. However, I do agree that a rating of any kind is unessecary when you haven't even tried the map yet. Voting for rejection will suffice, although be careful doing that (not sure if you can change that once it's voted)
