no. you dont need a program.
in World Editor, for an action scroll to Special Effect-Attach Model To Unit (i don't remember the exact words) and click the imported model file of the weapon you want to attach on the first part, and in the string box for the second part, type either 'hand left' or 'hand right', depending on what hand the unit attacks with.
