K i want to make models but i dont know how so plz help me.
1: what programs do i need?
2: do they cost any money?
3: i have them now how do i do now?

1. You need modelling programs
Examples are:

Gmax
3D Canvas
3ds Studio Max
Milkshape
Wings 3D

Search them on google

2. They do (quite expensive) but gmax and milkshape which are compitable with wc3 are free

3. You install it, read some tutorials on how to model with the program

k i got that milk program but how do i make the .sm3d to .mdl files?

I think you'll need to convert it somehow.
