[General] Why neutral units are not counted as units?

In my map I reached the maximum possible units so I put some neutral hostile units. The editor doesn't count them, that's why I change their owner with trigger. Why they don't count?

Because of how the editor works.
In-game there is no limit at all, it is just the editor.
IIrc, JNGP doesnt have this limit, or there is an option that you can remove it.
