Which stout shield blocks first?

if i have 2 stout shield like items with varying % and #dmg red. what decides which blocks 1st?

Either first or last acquired/created/purchased. Can't remember whether it's first or last, but it's certainly one of the two

My guess is that the one in the lower item slot is checked first, then the one in the higher slot.
As in:
Stout shield in item slot 3 gets checked before the one in item slot 5.

like witch one works first? I think It just depends when one procs like it its 5% Which ever one that the 5% happens first works. Idk if that was your question.
