Where i download the program for make skins???

Im really intersting in create skins, and to make that, i need the program to make skins(need?, or can make in World Editor?).

You don't make skins... you " edit " a existing skin...
Just zoom in to the skin, use the paint brush and use the tools and start skinning.

Of course, practice first >_<
