When I create a map, and am planning to upload it here, Do I need to post WIPS?

Lol, no, you don't have to. That's just for contests. You are only allowed to upload an almost complete map in the maps section however. If you'd like some suggestions before release, then make a thread about it in Map Development and attach the map to the main post.
Also thread moved to SD.

Keep in mind if you use resources uploaded on Hive, remember the author names and the names of the resources as not giving credit to the authors is frowned upon.

well, not... but most makers create threads in the map dev forums in order to obtain ideas and to get a playerbase before the map reaches it's first full version (and sometimes even after that)...
