[Trigger] What is wrong this this mana loss system?

I used this a long time ago without any issues. I am now using Reforged and wanted to use this system in a current map. The idea is mana = stamina, so as you move you slowly lose mana. For some reason, whenever I stop the unit, he loses a big chunk of mana. This is not supposed to be happening. Can anyone help me out?
