Hi all!

Basically, I want to know, what types of GUI programs do designers use to make their games?

I don't think in real world they would just open up a code editor like NetBeans, or something. They probably have their own type of easy to use GUI!

Anyone know?

What do you mean by GUI?

Unity and Unreal Engine 4 are professionally used, complemented by, say, Visual Studio.

The word you are looking for is a Game Engine. There are free ones available, like Unity, or Unreal Engine, but most professional companies probably create their own engines to use. If you are starting from scratch (creating the Engine yourself), yes, you would do it on a simple code editor.
