Keep in mind that some hardware configurations do not permit axcess to the ultra graphic levels. You should always make maps at the highest possible graphic settings, it is important cause a lot of people will be playing at those settings and you could seriously mess up the graphics unintentionally if you mod at lower settings.

For example the halo effect is only visible on high graphic settings. If you gave everything the halo it would look fine on low settings but ugly when someone plays at ultra.

I can confirm that certain elements do not show in low quality (nor in the editor, nor in game). Such are: Decals, foliage and any extra light effects that you add (eg messing with an items HDR multiplier to make darker/brighter, custom weather effects, night effects). Terrainers should keep in mind that their work seems pretty different when using low settings (pretty much what Dr. Super Good said, mod at the highest possible setting).
