Weird AI Town hall behaviour

Hello, :grin:

Im currently working on a map with standard and different custom races.
I made an AI for every race so far and it works just fine.
Except one thing. The custom race AIs will build a new town hall for every upgrade. So if i tell them to upgrade to Tier 2 they will build a new town hall in their mane base and upgrade the old one to a keep. At Tier 3 they will have 3 town halls in their main base. 1 for every Tier.

I set the according values in the gameplay constants and classified all of them as town hall in the object editor.

Any suggestions?
