maybe, I think brightness has to do with intensity and multipliers.

what are you looking specially for? like very low lights that baqrely do some effects?

well whatever it be, you could get GMax or 3dsmax and generate them.

since you appear to be a terrainer, better get GMAX(google it) and install NeoDex tool, once you done post back, so I can tell you how to create your own lights with the intensity you want. You won't need much knowledge to do it, just a few clicks.
